Art Question of the Week : Why does most modern art appear to have no skill involved in the creation of it?

I don't understand why many seem to think most modern art seems to require no skill. I know many modern artists that obviously put alot of time and effort into their work, and it shows! However, due to different quality of materials used and busy schedules, most of us do not paint like the old masters.
